In statistical hypothesis testing, 'Fail to Reject the Null Hypothesis' means the data collected does not provide strong enough evidence to reject the null hypothesis. It does not mean the null hypothesis is true. Accepting the null hypothesis is not a common practice as statistical tests cannot prove hypotheses, only refute them. Thus, the phrase 'Fail to Reject' is used to indicate insufficient evidence against the null.
